BackupOnlyOnChange

It would be nice to have an option that makes rdiff-backup ignore the current backup-run, if there's no difference to the last one.

If I backup my /etc daily I end up in lots of metadata and logs for nothing, because this path changes just two times a month. On the other hand I want a backup as sudden as possible to the change, so doing these backups monthly would leave my modifications two weeks without backup.

In the meantime I use SubdirHasChanged as a workaround.
